Veterinary University gets a bad deal
University left out in Bidar package

BIDAR, DEC. 2. The Karnataka Veterinary, Animal Husbandry and Fisheries University, established here recently, has not been given financial support in the Chief Minister, N. Dharam Singh's special package to assist the development of the backward district of Bidar.
The university is situated on the campus of the Veterinary College on the outskirts of Bidar. The administrative headquarters are yet to be constructed, and the Vice-Chancellor has to work from a chamber set up in one portion of a laboratory.
Nearly 50 per cent of the teaching posts and 40 percent of the non-teaching posts are vacant in the college. The formation of the university is expected to increase the number of posts by at least 30 per cent. However, funds are needed. The salary bill of the university is estimated at Rs. 1 crore a year. Any government grant for development has to be in addition to this sum. Constitution of a board of regents and other academic bodies, considered the building blocks of an institution of higher learning, is also pending.
The university urgently needs a state-of-the-art veterinary hospital on its campus. Besides, hostels for postgraduate students and girl students, quarters for staff members, and laboratories and animal breeding farms are also required. The college lacks sports facilities such as indoor and outdoor stadiums and swimming pools. There is also a need for an auditorium, university sources point out.
Plan drawn up
A team of officials from the university recently drew up a comprehensive plan of development and expansion and sought Rs. 10.2 crores from the Government. This included Rs. 50 lakhs for the construction of a women's hostel, Rs. 70 lakhs for a rest house, where 50 or 60 farmers could stay during extension training, Rs. 4 crores for a hostel to accommodate nearly 200 students, Rs. 20 lakhs for a veterinary clinic, Rs. 2 crores for an administrative complex, Rs. 90 lakhs for a sports complex, Rs. 10 lakhs for a water tank and Rs. 10 lakhs for developing the road inside the university campus.
The university, which offers courses in wildlife studies, plans to have a mini zoo and a clinic for treating animals found injured in the wild.
A centre for preservation of indigenous breeds of cattle and species is also planned. However, the proposals are yet to be submitted to the Government.
The much-hyped package, which aims at providing Rs. 397.35 crores for the overall development of the district, says nothing about the Government's plans for the university.
The university finds only a one-line mention in the three-page package document.
